CONCORD (KTVU) -- The signs notifying visitors that Independent Adoption Center in Concord had closed went up without warning this week, The agency filed for Chapter Seven bankruptcy and closed its doors for good on Tues - 1/31/7.
The money paid by the agency's clients was now in limbo. For the Ambrose couple, that amounted to $14,000.
